Education, Health, Science and Technology: which ministries suffered the most from Bolsonaro’s cut?


The Ministries of Education, Science, Technology and Innovations and Health were the three ministries that suffered the most from the cut made by President Jair Bolsonaro (PL) in the federal budget.

The contingency (temporary blocking of funds until the government decides whether or not the cut will be definitive) was announced last Friday (30), on the eve of the first round of elections, through Decree 11.216/2022.

The Independent Fiscal Institution (IFI), a body linked to the Federal Senate, analyzed the budget reprogramming made through the decree. The total amount of contingencies promoted by the Executive Power was R$ 10.5 billion. Click here and do the download of the report in full.

According to the survey, the ministries most affected by the blockade were: Education (R$3 billion), Science, Technology and Innovation (R$1.7 billion), Health (R$1.6 billion), Regional Development (R$1.6 billion), $1.5 billion) and Defense (R$1.1 billion). Together, they concentrate 85% of contingent expenses.

The rapporteur’s parliamentary amendments (from the Secret Budget) and the commission’s account for BRL 5.3 billion of the BRL 10.5 billion blocked. The Ministry of Regional Development leads the volume of blocked amendments (R$ 2.6 billion), followed by the Ministry of Citizenship (R$ 887 million).


Repercussion of cuts in education

In social networks, the cuts in education were the most commented. The National Union of Students (UNE) accused the federal government of “confiscating the balance of all Federal Institutes and Universities accounts and not leaving a single cent to pay anything!”. After publication, the hashtag #ConfiscoNaEducação appeared among the most posted terms on Twitter.

According to an analysis by the Sou Ciência Studies Center released in early September, the Bolsonaro government recorded a 94% reduction in investments destined for federal universities in the last four years. Of the 21 existing research institutes in the country, 19 had a budget drop between 2019 and 2021.
