Samba schools in SP begin to prepare for the 2022 Carnival – 17/09/2021 – São Paulo

The City Hall of São Paulo, under Ricardo Nunes (MDB), authorized the beginning of preparations and administrative measures for the performance of the samba school parades and the Carnival celebrations in 2022, at the Sambódromo do Anhembi, in the north of the city of São Paulo. . With that, the associations began to prepare.

The measure, which cites a July decree that created commissions to discuss the festivity, was taken after a meeting between representatives of the Independent League of São Paulo Samba Schools and the board of SPTuris (São Paulo Turismo), the company that manages the events in the capital of São Paulo.

Despite this, the event is not authorized. What was allowed is the beginning of preparations for the event, but the realization of the Carnival will depend on authorization from Organs municipal health agencies and that at least 70% of São Paulo citizens are already fully vaccinated.

“The realization of the aforementioned event will be conditioned to the verification, in the corresponding period, of the epidemiological conditions related to the Covid-19 pandemic”, informs the decree published in the Official Gazette of the Municipality this Wednesday (15th).

The festivity, along with the traditional New Year’s Eve on Avenida Paulista, was canceled by the municipal administration in 2021 because of the Covid-19 pandemic.

Since the 1990s, the samba schools in the city of São Paulo have received artists from Parintins, Amazonas, to make allegories and costumes for the parades and for the next Carnival it will be no different. With the authorization, some associations have already started to prepare.

Império de Casa Verde, in the northern part of the city of São Paulo, has already had the work of 17 artists from Parintina for 12 days.

“They’re back in full force and they’re running wild. The expectation is the best possible because we spent almost two years without doing what we love the most”, says Fábio Leite, vice president of Império de Casa Verde.

The allegory director, Nei Meireles, who is from Parintins and is in his 22nd at the samba school, celebrated the fact that he can go back to working with what he likes. “The thought is that everything works out, that the pandemic calms down even more so that we can make this party. We are thirsty for Carnival”, he says.

Hired for almost two years, carnival artist Mauro Quintaes, who will share the work with Leandro Barbosa, spoke about the progress of the preparations. “The creative process is already complete, with just a few adaptations due to the regulation, but it is the normal process”, he says.

Acadêmicos do Tucuruvi, in the north of São Paulo, informed the report that the professionals from the Parintins team will arrive at the beginning of October and that the school chose to start the activities of the allegories shed a little later, to to give everyone time to get the second dose of the Covid-19 vaccine.

“In addition to caring for everyone’s safety, we were waiting for authorization to start the shed projects,” says Rodrigo Delduque, the association’s Carnival director.

“Since we have been working for years with the same employees from Parintins, we are sure that the best allegories in the history of the carnival of our association will be made”, he completes.

Rosas de Ouro, from Freguesia do Ó (north of São Paulo), said that the people from Parintins will arrive on the 22nd and that everyone is already vaccinated.

“The arrival of our team of professionals from Parintins is an important milestone in the construction of our Carnival, as it is through the hands of these artists that the project developed by the carnival team comes to life and colors”, highlights Evandro Souza, member of the Rosas de carnival board. Gold.

Vai-Vai, in Bexiga (the city’s central region), has not yet determined an official date for the arrival of the artisans, but said that the work of the professionals will start in October.

“The sculpture people are already here and should start soon. I’ll start in October with the people from Parintins”, says Claricio Gonçalves, president of Vai-Vai.

Experts say it’s too early for planning

The article contacted doctors and specialists to hear their opinion on the authorization of the City of São Paulo in relation to preparations for the 2022 Carnival.

Sanitarist doctor and former president of Anvisa (National Health Surveillance Agency), Gonzalo Vecina, said that it is not time to think about Carnival, but that if it really happens at the Sambódromo, strict rules must be adopted. “I don’t think anything should happen, but as people can’t take it anymore, I believe that with restrictions, I think the parades can happen”, he says. “It needs well-defined rules, such as proof of vaccination for those who go to the stands and those who participate in the parade”, emphasizes Vecina.

Hélio Bacha, infectious disease physician and consultant to the Brazilian Society of Infectology, highlighted the unpredictability of the disease.

“It is not with any certainty that I can say that parades can take place in the sambódromo. It will depend a lot on the amount of vaccination of the population, whether there are new variants and the ability to provide medical assistance and organize carnival at the same time,” says Bacha.

“It is prudent to plan because Carnival is not organized last week, but it is necessary to make an optimistic and pessimistic forecast, making the planning change according to the situation”, highlights the infectious disease specialist.

The public health doctor and researcher at the Instituto Pólis and Mauri Bezerra, Jorge Kayano, says that the municipal government should be concerned first with vaccination.

“Vaccination has not yet reached the necessary level. It is important to prioritize this before thinking about Carnival”, he emphasizes.

“Besides, I think it’s rash to say that in February the pandemic will be under control to the point where we can keep running a parade and filling the sambódromo with people,” says Jorge Kayano.

In the same vein, Soraya Smaili, a pharmacologist at Unifesp and coordinator of the Global Health Center and the SOU Science Center, says that in the face of so much uncertainty, it is not possible to think about Carnival.

“If by the end of the year the number of cases continues to fall and vaccinations rise, something can be planned, but not now. It is time to think about combating the coronavirus”, says the specialist. “The city should be working to anticipate the second dose and not at Carnival”, emphasizes Soraya Smaili.

Filipe Prohaska, an infectious disease specialist at Grupo Oncoclínicas, says that it is possible to plan the parades in the sambódromo, but following the sanitary protocols to the letter.

“It would be important to have the appointment of chairs with distance, mandatory use of masks, proof of vaccination. These are rules that need to be optimized to ensure greater security for the event”, emphasizes Prohaska.

Response

In a note to the report, the City of São Paulo, managing Ricardo Nunes (MDB), through the Special Secretariat for Social Communication, says that it has authorized SPTuris (São Paulo Turismo) to start administrative and preparatory measures for the fashion shows of samba schools and carnival celebrations at the Sambódromo de São Paulo in 2022.

“The holding of the event, as reported in the publication in the Official Gazette of the Municipality (DOM), is subject to the epidemiological framework related to the Covid-19 pandemic and as understood by public health and health authorities, as well as compliance with any and all current health protocol”, he writes.
